The entire dim-witted European press corps seem to have overlooked the fact that Sarkozy and Merkel were talking about two entirely different &quot;programmes&quot;, the first holding Barroso&#039;s feet to the fire to ensure he doe not jump he gun on appointments as he did five years ago, the second simply trying to agree an orderly process for the appointment of the next Commission, including its President.
